Many wireless networking drivers depend on rfkill, as do some platform
drivers. Some of the latter group are now included in input-modules
on x86, resulting in duplication of rfkill:
kernel-wedge find-dups 4.20.0-rc7-amd64
some modules are in more than one package
debian/nic-wireless-modules-4.20.0-rc7-amd64-di lib/modules/4.20.0-rc7-amd64/kernel/net/rfkill/rfkill.ko
debian/input-modules-4.20.0-rc7-amd64-di lib/modules/4.20.0-rc7-amd64/kernel/net/rfkill/rfkill.ko
Add an rfkill-modules package and make both nic-wireless-modules
and input-modules depend on it.
Don't bother with this on other architectures for now.
