Erik Olof Gunnar Andersson 4b58446d37 Revert "Move back to mod_wsgi for devstack" 
This reverts commit 185d92d230.

Reason for revert: Lets try to move back to uwsgi, as logging is a lot cleaner in the CI with uwsgi. Switches uwsgi from using uwsgi over socket to over localhost HTTP.

This patch also bumps the API_WORKERS setting for devstack from 2 to 4.
This will bump the uwsgi processes and threads from two to four.

Enabling in Devstack
====================

**WARNING**: the stack.sh script must be run in a disposable VM that is not
being created automatically, see the README.md file in the "devstack"
repository.  See contrib/vagrant to create a vagrant VM.

1. Download DevStack::

    git clone https://opendev.org/openstack/devstack.git
    cd devstack

2. Add this repo as an external repository::

     > cat local.conf
     [[local|localrc]]
     enable_plugin designate https://opendev.org/openstack/designate

3. run ``stack.sh``
