rabi bebe21ae13 Revert "Fix devstack plugin" workaround 
This reverts the workaround for the devstack plugin,
as now the gate jobs pass(with the plugin and no devstack
tree heat code) and make it only a devstack plugin.

=========================
Enabling heat in DevStack
=========================

1. Download DevStack::

     git clone https://git.openstack.org/openstack-dev/devstack
     cd devstack

2. Add this repo as an external repository into your ``local.conf`` file::

     [[local|localrc]]
     enable_plugin heat https://git.openstack.org/openstack/heat

3. Run ``stack.sh``.
