ci: Remove known failing wallaby CI jobs

Browse source 
CI jobs leveraging out of date node types no longer make
sense to keep. i.e. centos8, ubuntu focal. At this point, this
branch largely is just for CVE fixes to be able to cherry-picked to
so unit tests remain.
