Don't change pyyaml behavior

Browse source 
When an application load heatclient, the default pyyaml behavior change.

This ensures only heatclient use it's custom pyyaml stuffs.

This currently breaks the telemetry gate if the tempest heat plugin is
loaded with the telemetry.
