Dean Troyer 13c8a1c7aa Revert "WIP: Skip broken functional tests..." 
SDK 0.9.11 caused some failures, its blocked now.  Revert those breakages
that occurred in 0.9.10 -> 0.9.11.

This partially reverts commit 188e32f9e6.
