  - Merge "Switch to pre-commit"
  - Switch to pre-commit
    
    This borrows the existing setting from sushy, which was added by [1],
    to apply the consistent checks.
    
    Note that flake8-import-order is additionally enabled in this change,
    while it is being restored in sushy by [2].
