  to 7666976287c99eafd5a782ec568da7ec308989ee
  - Don't require Boot and Actions for Systems
    
    Not all systems have Actions and/or Boot.
    
    Everything works as expected if `required=True` is removed
    from both _actions and boot in systems.py
    
    Closes-Bug: 2131942
