  - Merge "Fixed kolla_externally_managed_cert behaviour"
  - Fixed kolla_externally_managed_cert behaviour
    
    With ``kolla_externally_managed_cert`` enabled, certificates and keys
    shouldn't be managed by kolla, but ProxySQL is copied over currently.
    This change fixes that.
    
    Closes-Bug: #2131993
