Subject: [PATCH] Update git submodules

* Update devstack-plugin-container from branch 'master'
  to ef781f6cd072399f5c89bdad25321d9d11a9908d
  - Zuul: do not use USE_PYTHON3

    Devstack has removed the USE_PYTHON3 variable[1][2] and now always uses
    Python 3.
