Subject: [PATCH] Update git submodules

* Update nova-specs from branch 'master'
  to 59ca24423c865928a5b033966e13000a9783f81e
  - Merge "Add spec3 in graceful shutdown backlog spec"
  - Add spec3 in graceful shutdown backlog spec

    This adds the spec3 for cover what all operations
    can be aborted and implement it in graceful shutdown.

    Partial implement blueprint nova-services-graceful-shutdown
