  - Merge "Remove outdated options from local.conf sample"
  - Remove outdated options from local.conf sample
    
    Remove USE_PYTHON3, which was removed from devstack long time ago.
    
    Also drop the outdated PYTHON3_VERSION option so that the default
    python in OS is used instead.
