Subject: [PATCH] Update git submodules

* Update oslo.messaging from branch 'master'
  to cc15b88d3ce1ed0753752d5f7630fc3bf66bdf4f
  - Remove old hacking check for oslo namespace package

    The oslo namespace package was removed long ago and can't be used
    any more.
