  - Merge "Update outdated default envlist"
  - Update outdated default envlist
    
    Python 3.6 and 3.8 is no longer supported.
    
    Finally remove basepython assuming python 2 may no longer be used. This
    allows us to remove ignore_basepython_conflict .
