  to 0a5e3bf3c360ef963637d83a58c9e862ed2f4b69
  - Add quota sync to Cinder upgrade
    
    Quota sync command isn't run anywhere in CI leading to many bugs
    that went under radar. This is an effort to add it along with the
    db sync command.
