Subject: [PATCH] Update git submodules

* Update os-apply-config from branch 'master'
  to 4e46175617b6dacda72a56250715206cb3bfc9a1
  - Delay string interpolations at logging calls

    This is a general best practise which brings (slight) performance
    improvements and also structured logging.

    Enable the hacking check to enforce it.
