Update git submodules

* Update kayobe-config-dev from branch 'master'
  to 3e1ffcc35a2acf2b7e47325f6b903d3aba2996f4
  - CI: Set os_release from host operating system
    
    This will be used for testing centos/rocky 9 and 10 on the same branch.
    
    Also explain why these variables are not simplified using Ansible facts.
