  - Merge "Set external web URL for Prometheus services"
  - Set external web URL for Prometheus services
    
    This change ensures that URLs returned from these services reference
    the HAProxy endpoint, rather than the host on which the service is
    running.
    
    Closes-Bug: #1825150
