Update git submodules

* Update project-config from branch 'master'
  - nodepool: pause ovh
    
    It seems to be seeing network issues, such as Ansible timing out
    trying to connect to the machine and the VMs failing to hit 1.1.1.1
    to resolve hosts such as git.openstack.org on node startup.
