fix(zero_trust_access_application): remove all conditions from sweeper
...
The sweeper was using ShouldSweepResource to filter applications by name,
but this caused issues with app_launcher applications which don't have names.
Since Cloudflare only allows one app_launcher per account, and tests use
isolated test accounts/zones, it's safe to unconditionally delete all
access applications during sweeps.
This ensures tests always start with a clean slate and prevents 409 Conflict
errors when applications from previous test runs weren't properly cleaned up.

test(spectrum_application): remove BasicMinecraft test for deprecated protocol
...
The 'minecraft' named protocol has been deprecated by Cloudflare's Spectrum
API and now returns error 13002 'The requested protocol is not available'.
Since the test was specifically designed to validate the minecraft protocol
shortcut feature (not TCP port 25565 in general), and this feature no longer
exists, the test has been removed rather than repurposed.
Other named protocols (ssh, rdp) continue to work and their tests remain.

Previously, acceptance tests were split into only 3 groups:
- magic (4 services, sequential)
- organization (2 services)
- default (140+ services)
This resulted in the 'default' group taking a very long time to
complete
and blocking the entire CI pipeline.
This change reorganizes all acceptance tests into 37 logical groups,
with each group containing 1-6 related services. Groups are
organized by:
- Product family (workers, email, zero trust, etc.)
- Resource type (zone, account, tunnel, etc.)
- Shared dependencies
Key improvements:
- All test groups after 'magic' now run in parallel
- Services with dependencies are kept in the same group
- Better resource isolation and failure containment
- Significantly faster CI execution time
Updated files:
- scripts/run-ci-tests: Added 35 new product group definitions
- .github/workflows/acceptance-tests.yml: Added 37 parallel test
